What SHM actually means when you buy a new house

Almost every project in Jakarta advertises SHM. The word on the banner tells you the title category, not the state of your paperwork. Three questions separate a clean purchase from a two year wait.

Who holds the parent title right now

Land bought for a small cluster usually sits under one parent certificate in the developer's name. That is normal. What is not normal is a parent title still held by a third party, with the developer working under a sale agreement rather than ownership. Ask to see the certificate itself, not a photocopy of a cover page, and check that the name on it matches the company on your sale agreement.

When the split happens

Splitting a parent title into per-unit certificates takes months, and it cannot start until the cluster has its building permit and the site has been surveyed. A developer who says the split happens after handover is telling you that you will occupy the house before you own the land under it. That is legal, it is common, and it is also the single most frequent cause of buyers waiting years for a certificate.

What the sale agreement commits to

The agreement should name a date by which the certificate is issued in your name, and a consequence if it is not. Without a date it is an intention. The same clause should say who pays for the split, because that cost lands on the buyer more often than most people expect.

A short checklist

  • See the parent certificate and match the name to your counterparty
  • Ask for the building permit number and verify it with the local office
  • Get the split timeline in writing, with a penalty for delay
  • Confirm in the agreement who pays the split and transfer costs

None of this requires a lawyer to check. It requires asking for four documents before the booking fee changes hands.
